This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to include brand specific requirements for the Unrestricted, Full-and-Open competition for Design and Construction of 91220 Barracks at Fort Cavazos, Texas. The statutory authority for the inclusion of brand specific requirements is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

United States Army Corps of Engineers (USACE), Fort Worth District intends to include brand specific requirements in its Unrestricted, Full-and-Open competition solicitation in support of the UEPH Barracks program. This project has a requirement for the Fort Cavazos Military Installation in Killeen, Texas, for Renovation construction of an Unaccompanied Enlisted Personnel Housing (UEPH) Barracks on Fort Cavazos, Texas.

Brand Name

The barrack shall have Best/Dormakaba series BASIS G model Key Access Card Systems. The contractor will also ensure all of the necessary and updated versions of the software are installed by SAFLOK, Best/Dormakaba, or a Lene[ Licensed software representative per the Standard Operating Procedure No. DPW-OMD-006 dated 1 August 2019.

All responsible sources may submit a capability statement to Rodney Alexander at Rodney.d.Alexander@usace.army.mil. The submission must be received no later 2:00 PM Central Time on February 14, 2024. THIS IS NOT A REQUEST FOR PROPOSAL
