This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions. US Army Corps of Engineers - Seattle District, intends to issue a Firm-Fixed Price contract per FAR Part 13.106(b)(3) basis for the brand name product Shell Panolin S5 Grease EAL A600P 1.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence, that competition of this requirement in the future would be advantageous to the government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.

Background
The U.S. Army Corps of Engineers, Seattle District, intends to issue a Firm-Fixed Price contract to Shell Panolin, formerly known as Panolin America, Inc., located at 2300 Barrington Rd Ste 400, Hoffman Estates, IL 60169-2036.

The purpose of this contract is to provide brand name Shell Panolin S5 Grease EAL A600P 1, previously known as Panolin Biogrease EP1. This product is required for the replacement of grease and petroleum products at Albeni Falls Dam in Oldtown, Idaho. The current products do not meet the Standard Environmental Policy for Oil Accountability at Hydro Operating Projects in the Northwestern Division and Seattle District. Shell Panolin is recognized as the only known provider of this specific product.

Work Details
The contract involves the supply of Shell Panolin S5 Grease EAL A600P 1 (formerly Panolin Biogrease EP1) for use as Environmentally Acceptable Lubricants (EAL) at Albeni Falls Dam.

The total estimated cost for this procurement is $25,439.28 for six 180 kg drums. The need for these petroleum products arises from the requirement to replace existing products that do not comply with environmental standards. Compatibility testing has shown that Panolin Biogrease EP1 is suitable for use in the existing grease/lubricating system serving the wicket gates at Albeni Falls Dam and has been proven compatible with other greases used in similar systems across various dams along the Columbia and Snake rivers.
