Description

As required by court order, the Department of Energy is providing this Notice and Order to all employees, contractors, and grantees: Please see attachment.

The U.S. Department of Energy is issuing this Notice and Order as required by a court order in the case of Washington v. Trump, No. 2:25-cv-244-LK (W.D. Wash.). The notice is directed to all employees, contractors, and grantees associated with various federal agencies, including the Departments of Justice, Health & Human Services, Agriculture, Commerce, Defense, Education, Energy, Veterans Affairs, NASA, National Science Foundation, Office of the Director of National Intelligence, and the Executive Office of the President.

The purpose of this notice is to inform relevant parties about a temporary restraining order that has been entered regarding certain actions related to Executive Order 14,187 concerning protections against chemical and surgical mutilation of children.

Work Details
The Court's temporary restraining order prohibits all Defendants—including their employees, contractors, and grantees—from enforcing or implementing specific sections of Executive Order 14,187 within the states of Washington, Oregon, and Minnesota. Specifically:

1. Defendants are enjoined from enforcing or implementing Section 4 of EO 14,187 which directs heads of departments to ensure that institutions receiving Federal research or education grants end chemical and surgical mutilation of children.

2. Defendants are enjoined from enforcing or implementing Section 8(a) of EO 14,187 as it pertains to redefining 'female genital mutilation' under 18 U.S.C. § 116 as 'chemical and surgical mutilation.'

All parties receiving actual notice must comply with these terms immediately.

The Court's Order is effective immediately and remains in effect while litigation in the case is ongoing.
