Background
This Notice of Availability (NOA) to Lease is issued by the U.S. Army Corps of Engineers, Baltimore District, for the purpose of soliciting proposals for the development and operation of a commercial concession at Ives Run Recreation Area, Tioga-Hammond Lakes, Tioga, PA.

The goal is to provide quality recreational facilities and services at reasonable prices to meet public demand while allowing entrepreneurs to make a fair profit.

Work Details
The contractor will be responsible for the following tasks:

1. Plan of Operation and Service:
a. Provide a two-year plan including a narrative discussion and proposed budget with goals and objectives for each year, projected cash flow, estimated cost of operation, detailed financing plans, and profit objectives.
b. Discuss the scope and type of service provided.
c. Identify work control methods for facility operation.
d. Discuss scheduling and hours of operation.

2. Plan of Organization and Staffing:
a. Provide an organizational structure and manpower requirements for facility operation along with interaction methods.
b. Identify key positions with their duties and responsibilities related to the business.
c. If available, provide qualifications, capabilities, and experience of key personnel employed at the facility.

3. Plan of Quality Control:
a. Discuss how quality of service and products will be maintained, documented, and enforced throughout operations.
b. Provide a system for inspection maintenance and scheduling.
c. Outline methods for processing deficiencies and public complaints.
d. Describe maintenance and safety programs to be implemented.

Period of Performance
The contract will be performed over a two-year period as outlined in the plan of operation.
