Notice for Architect and Engineering (A-E) Services to Support the U.S. Army Corps of Engineers (USACE) South Atlantic Division, Mobile District, Horizontal Design Program   2

Background
The U.S. Army Corps of Engineers (USACE) South Atlantic Division, Mobile District, is seeking Architect and Engineering (A-E) services to support its Horizontal Design Program. This program is part of the Mobile District's Engineering Design Program, which encompasses military, civil, and support missions. The goal of this contract is to provide timely and cost-effective responses for various horizontal construction projects.

Work Details
The selected firms will be responsible for a range of tasks including:

- Renovation/repair projects and new construction
- Development of construction plans and specifications
- Master and sub-area development planning
- Preparation of technical portions of design-build solicitations
- Project definition and programming documents
- Charrettes
- Value engineering studies
- Facility condition assessments related to airfield pavements, storm drainage infrastructure, dams, and levees
- Preliminary studies leading to complete Project Feasibility Reports
- Cost estimating
- Site/civil engineering designs for airfields, roads, drainage, traffic studies, water distribution, wastewater treatment
- Environmental compliance with Section 404 and state wetland permits
- Power distribution projects
- Topographic and hydrographic surveys
- Subsurface utility investigations
- Geotechnical engineering design and studies including testing and modeling.

Work will primarily occur on military installations but may also include projects under the Interagency/International Services (IIS) program. Design drawings must be produced using AutoCAD, Autodesk Revit BIM, Bentley BIM, or MicroStation formats as specified in the AE scope of work. Technical specifications will utilize SPECSINTACT software with Unified Facilities Guide Specifications.

Period of Performance
The period of performance for this contract will span multiple years as determined by task orders issued under the contract.

Place of Performance
Work will primarily take place within the Mobile District Area of Responsibility (AOR), covering areas in the southeastern United States as well as Central and South America.
