Background
The National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS), requires the acquisition of a commercial-duty fiberglass vessel to replace an aging response vessel. This vessel will support NOAA's scientific, environmental monitoring, hydrographic, construction support, and emergency response operations across various regions including the Chesapeake Bay, Atlantic Coast, Great Lakes, Gulf Coast, and nearshore coastal waters.

Work Details
The contractor shall provide one (1) fiberglass Downeast utility vessel with the following specifications:
- **Vessel Type**: Commercial-duty Downeast utility vessel.
- **Dimensions**:
- Length Overall (LOA): Minimum 26 feet, Maximum 30 feet.
- Beam: Minimum 9’5”.
- Draft: Shall not exceed 30 inches with engines raised.
- **Hull Construction**:
- Hand-laid fiberglass with a commercial-duty laminate schedule.
- Solid fiberglass bottom construction; cored hull bottoms are not acceptable.
- **Deck Configuration**:
- Minimum clear unobstructed deck area: 80 square feet.
- Deck must support instrument deployment and personnel movement with a molded non-skid surface.
- **Cabin Configuration**:
- Fully enclosed pilothouse with minimum standing headroom of 6 feet 4 inches.
- **Propulsion System**:
- Twin outboard engines from acceptable manufacturers (Mercury, Yamaha, Suzuki) rated at a minimum of 200 HP each.
- **Electronics Package**:
- Navigation Displays: Twin Lowrance HDS PRO 16.
- Sonar: Lowrance Active Imaging HD 3-in-1.
- **Stabilization System**: Seakeeper gyroscopic stabilizer or equivalent.
- **Davit System**: Minimum lifting capacity of 500 pounds with structural reinforcement and electrical controls.
