This contract will be used to procure environmental services for the U.S. Army Corps of Engineers (USACE), Norfolk District. The Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded by the Norfolk District using the with the Best-Value (most highly qualified) Trade-off, evaluation process in accordance with FAR Part 15. The contract will be awarded with a not-to-exceed total contract value of $10,000,000 for a 5-year base. The NAICS code for this acquisition is 562910 (Environmental Consulting Services). This contract is open to 100% Small Businesses.

Scope

The purpose of this contract is to provide dredged material evaluations in accordance with the Marine Protection, Research, and Sanctuaries Act (MPRSA), Section 103/Clean Water Act, Section 404 and additional related services to U.S. Army Corps of Engineers (USACE) and its customers. Dredged material evaluations generally consist of dredged material sampling and testing in accordance with regulatory and federal technical guidance under federal laws and regulations governing dredged material discharges. Related services to dredged material evaluations are generally not foreseen prior to the contract but may be required to complete the dredged material evaluation, project dredged material management plans, or other policy and regulatory requirement. The related services consists of but are not limited to placement site characterizations, dredged material discharge modeling (fate/mixing), current modeling and monitoring (drogue studies) in support of fate modeling, ecological and human health risk assessment associated with dredged material and its placement, dredged material management plans, placement site inspections, sampling (e.g. physical, chemical, and biological), placement site management and monitoring plans, remedial planning and investigations, contaminant pathway investigations, environmental compliance monitoring, permitting, wetland delineations and compensation plans, resource management planning, conservation planning, and pollution prevention plans.

IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. No hard copies will be available.

Prospective contractors MUST be registered in the DOD System for Award Management (SAM) database in order to obtain access to SAM.gov. It is incumbent upon vendors to monitor SAM.gov for the release of the solicitation, specification, drawings, and all subsequent amendments. SAM Registration must also be ACTIVE and current to be eligible for contract award. Information on registration and annual confirmation requirements may be obtained by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Lack of registration in the SAM database will prevent access to SAM.gov and will make a Proposer ineligible for award.
