Description

The citywide, Norfolk CSRM Program is split into five (5) implementation phases. Phase 1 covers the downtown Norfolk area which extends from Ghent through Downtown Norfolk, connecting to the Campostella off-ramp. Phase 1 is split into Phases 1A, 1B, and 1C/D. Phase 1A is split into three acquisitions: (1) Phase 1A Floodwall (DBB), (2) Harbor Park Pump Station (Design-Build), and (3) Newton's Creek Pump Station (DBB).

This SATOC Construction Contract is intended to cover the Phase 1A Floodwall, which will extend from the Berkley Bridge to the Campostella off-ramp. The Harbor Park and Newton's Creek pump stations are excluded from this contract. The scope may include, but is not limited to, new construction of a bin wall, L-shaped wall backfilled and supported by H-piles, a wetland living shoreline, T-wall supported by H-piles and pipe piles, 95-foot-wide double swing gate closure at the Norfolk Southern railroad tracks, vehicular gate crossings, and a sheet pile tieback wall. The Contractor shall be required to perform all work in accordance with the access and security requirements of the customer.

Background
The Norfolk Coastal Storm Risk Management (CSRM) Program is a citywide initiative divided into five implementation phases. Phase 1 focuses on the downtown Norfolk area, extending from Ghent through Downtown Norfolk to the Campostella off-ramp. This particular contract pertains to Phase 1A, which includes the construction of a Floodwall intended to enhance flood protection in the area.

The U.S. Army Corps of Engineers (USACE) Norfolk District is responsible for this project, which aims to mitigate storm risks and improve resilience against flooding.

Work Details
The SATOC Construction Contract for Phase 1A Floodwall encompasses various construction tasks including:
- new construction of a bin wall;
- an L-shaped wall that will be backfilled and supported by H-piles;
- a wetland living shoreline;
- a T-wall supported by H-piles and pipe piles;
- installation of a 95-foot-wide double swing gate closure at the Norfolk Southern railroad tracks;
- vehicular gate crossings; and
- a sheet pile tieback wall.

All work must comply with access and security requirements set forth by the customer.

Period of Performance
The anticipated period of performance for this contract is expected to span five years, during which multiple task orders will be issued.

Place of Performance
The construction projects will be performed in downtown Norfolk, Virginia, specifically extending from the Berkley Bridge to the Campostella off-ramp.
