Description

Background
The Defense Microelectronics Activity (DMEA), located in McClellan, CA, is seeking potential sources for the development of Non-Volatile Memory Susceptibility Prediction. The goal of this contract is to create a test that predicts the susceptibility of embedded fuse- or anti-fuse Non-Volatile Memory (NVM) array architectures to inadvertent bit cell transitions caused by inconsistent programming stress or regrowth mechanisms. This initiative aligns with DMEA's mission to enhance national defense through advanced microelectronics.

Work Details
The contractor will be responsible for the following tasks:

1. Develop a test to predict susceptibility of embedded fuse or anti-fuse NVM architectures to inadvertent bit cell transitions.

2. Conduct a comparative analysis between Differential Power Analysis and Electromagnetic Emission Analysis techniques to determine which has the required sensitivity for capturing degradation effects.

3. Leverage mathematical transforms to convert acquired data into an analytical signal, presenting features such as energy density and phase shifts over identified sub-bands of the data spectrum.

4. Analyze transformed datasets for significant feature deviations by comparing them with data from known good populations and correlating it with NVM memory components.

5. Develop a predictive algorithm using validated probabilistic and statistical constructs to assess the probability of component failure within a specified time frame.

6. Summarize all work accomplished, including technical achievements, problems encountered, solutions implemented, and recommendations for improvement in a final report.

Period of Performance
The period of performance will be defined within the contract terms following award.

Place of Performance
The work will primarily be performed at DMEA facilities in McClellan, CA, including access to specific labs as needed.

Bidder Requirements
Bidders must demonstrate capabilities in developing tests for NVM susceptibility prediction and provide evidence of relevant corporate experience in similar projects. Additionally, bidders should include their company name, address, email addresses, point of contact details, CAGE code, and UEI number.
The Defense Microelectronics Activity (DMEA), McClellan, CA is issuing this Sources Sought Notice to find potential sources to provide Non-Volatile Memory Susceptibility Prediction. See attached sources sought notice for more detail.
