USTRANSCOM is conducting market research seeking information to determine the availability and technical capability of the business community to provide non-temporary storage. USTRANSCOM will not be obligated to pursue any particular acquisition alternative as a result of this Request for Information. The Government is not obligated to and will not pay for any information received from any sources responding to this questionnaire. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. All responses will be kept confidential. Please be advised that all submissions become property of the Government and will not be returned.

USTRANSCOM is seeking information to determine the availability and technical capability of the business community to provide comprehensive, long-term storage services to military and civilian personnel of the U.S. Department of War (DoW), specifically for Household Goods (HHG) belonging to deployed personnel shipped inbound to the East and West coasts of the United States from overseas. The overall scope of this program is to provide DoW approved storage facilities, operating authority, permits and licenses, labor services, materials, supervision, management, personnel, office space and file storage, mandatory insurance, equipment and all other services required to receive, handle-in, store, and handle-out HHG.

Background
The United States Transportation Command (USTRANSCOM) is conducting market research to assess the availability and technical capability of businesses to provide non-temporary storage services for Household Goods (HHG) belonging to military and civilian personnel of the U.S. Department of War (DoW).

The goal is to establish comprehensive, long-term storage services for HHG shipped inbound to the East and West coasts of the United States from overseas. This initiative aims to ensure that DoW approved storage facilities are available, along with necessary operating authority, permits, licenses, labor services, materials, supervision, management, and insurance.

Work Details
The contractor will be responsible for providing all personnel, supervision, training, licenses, permits, and equipment necessary for the storage of retrograde containerized HHG entering CONUS storage facilities. Key responsibilities include:
1. Operating and managing storage facilities;
2. Handling-in HHG;
3. Storing HHG with adequate protection;
4. Handling-out shipments;
5. Resolving loss or damage claims;
6. Preparing shipments in Government Owned Containers (GOCs) for relocation transportation and storage in compliance with Defense Transportation Regulations (DTR), Joint Travel Regulations (JTR), and DoD Personal Property Consignment Instruction Guide (PPCIG).

The contractor must also manage a ramp-up period to become operational within 180 days post-award and handle a sunset period of up to three years after contract expiration where stored inventory remains until handled out according to customer entitlements. Facilities must comply with fire safety codes and maintain climate control measures.

Place of Performance
The geographic locations for performance include designated facilities within a 50-mile radius of the Port of Norfolk, VA for East Coast shipments and/or the Port of Oakland, CA for West Coast shipments.
