Non-Recurring Engineering Services for Form, Fit, Function and Interface Redesign of the AN/ALQ-172 LRU-2 and LRU-3

This is a Request for Proposals for engineering services for five (5) each Form, Fit, Function and Interface (FFFI) redesigned AN/ALQ-172 Line Replaceable Units (LRU)-2's and delivery of four (4) each FFFI redesigned LRU-3's.
Offers will be received until 9-NOV-2018 4:00PM Eastern.
This contract action is sole source to Harris Corporation, Cage Code: 28527 under statutory authority: 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source, and no other supplies or services will satisfy agency requirements. The Government does not currently own sufficient technical data for competition of this requirement. The price type of this contract is predominately Cost Plus Fixed Fee (CPFF). A cost plus fixed fee (CPFF) contract for the specified CPFF CLINs/sub-CLINS noted in this action and resulting contract was determined to be the best contract type due to the uncertainties involved in contract performance that do not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. A cost reimbursable no fee (CR-No Fee) travel CLIN was also included.
