Description

Sources-Sought Notice

The Indian Health Service, Crownpoint Service Unit is issuing this sources-sought synopsis as a means of conducting market research (FAR 10.001) in identifying prospective sources to fill a government requirement for Non-Personal Nurse Practitioner (NP) Services.

The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 561320 Temporary Help Services with a small business size standard of $34.0.

THIS IS NOT A SOLICITATION. Information collected from this notice is purely for market research only and will be used to determine the contracting office's acquisition strategy including competition, set asides, and locating Indian-owned economic enterprises. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred in response to this request for information.

In accordance with FAR 4.1102(a), offerors and quoters are required to be registered in System for Award Management at SAM.gov, at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.

Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this notice by no later than (NLT) June 16, 2025 - 10:00 am Mountain Daylight Saving Time to Brenda Joe, Contract Specialist at Brenda.joe@ihs.gov with the subject line SSN - Non-Personal Nurse Practitioner (NP) Services SS-CPSU-25-1512054 . Your submission must include the following information, at a minimum:

  1. Company Profile that includes: UEI, Name and Address, Primary POC information, business size and type of ownership, socio-economic status/participation such as 8(a), WOSB/EDWOSB, SDVOSB and HUBZone, identification of Native American ownership (if applicable), SAM.gov representations and certifications, and other related documentation.
  2. A brief statement of the company's capability that relates to the described government requirement. Additional demonstration of capability may include current and past performance history for the same or similar requirement, established contracts such as GSA or VA Schedule, etc.
  3. If claiming Indian-owned Small Business Economic Enterprise (ISBEE) or Indian-owned Economic Enterprise (IEE), submit completed IHS IEE Representation Form (attached).

Background
The Indian Health Service (IHS), part of the U.S. Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The IHS aims to ensure that comprehensive, culturally acceptable personal and public health services are available and accessible to these populations.

This sources-sought notice is issued by the Crownpoint Service Unit to conduct market research for Non-Personal Nurse Practitioner (NP) Services due to a shortage of permanent medical providers in the remote Crownpoint area, particularly in the Emergency Room.

Work Details
The contractor will provide non-personal Nurse Practitioner services which include:

1) Full spectrum outpatient medical services for patients of all ages in the Fast Track of the Emergency Department at Crownpoint Healthcare Facility;
2) Staffing Outpatient Primary Care Clinics, focusing on adult care in Crownpoint and all ages at satellite clinics;
3) Managing chronic care needs such as diabetes and hypertension;
4) Completing all billing and encounter forms, including discharge instruction sheets within 72 hours;
5) Attending ER staff huddles at 10 am on normal workdays;
6) Participating in triage by performing brief medical screening exams;
7) Running Point of Care COVID-19 testing or assisting with vaccinations as needed.

The contractor must adhere to service unit policies regarding chronic pain medication and ensure timely completion of medical records.

Period of Performance
The contract will be performed from January 1, 2025, to December 31, 2025.

Place of Performance
Crownpoint Healthcare Facility, including the Emergency Room, Adult Ambulatory Care Clinic in Crownpoint, and satellite clinics at Thoreau Health Clinic or Pueblo Pintado Health Clinic.
