COMBINED SYNOPSIS/SOLICITATION
THE INCUMBENT CONTRACT WAS AWARDED TO ECO-FRIENDLY CLEANING SPECIALIST LLC FOR AN AGGREGATE TOTAL APPROVED AT $60,206.58 FOR FIVE (5) YEARS. THE STATEMENT OF WORK WITHIN THIS SOLICITATION MAY OR MAY NOT HAVE BEEN MODIFIED FROM THE INCUMBENT CONTRACT; THEREFORE, IT IS RECOMMENDED THAT QUOTERS THOROUGHLY REVIEW THE STATEMENT OF WORK IN THIS SOLICITATION AND MAKE A SITE VISIT.
Non-personal janitorial services at the National Weather Service (NWS) Weather Forecast Office (WFO) in Cheyenne, WY.
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1305M326Q0318 is issued as a Request for Quotation (RFQ) for the provision of janitorial services.
The Government intends to award a low price, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
This acquisition is set-aside for small business concerns. The associated NAICS code is 561720. The small business size standard is $22.0M.
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
(ii) A list of line-item number(s) and items, quantities, and units of measure (including option(s), if applicable).
CLIN 0001 Services, non-personal, to provide all supervision, labor, tools, materials and equipment (unless otherwise provided herein) necessary to provide janitorial services at the National Weather Service (NWS) Weather Forecast Office (WFO) in Cheyenne, WY, in accordance with the Statement of Work.
(iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions.
THE STATEMENT OF WORK (SOW) IS ATTACHED (ATTACHMENT 1).
THE U.S. DEPARTMENT OF LABOR WAGE DETERMINATION 2015-5405 REVISION 28 DATED 05/13/2026 WILL BE INCORPORATED AND MAY BE VIEWED AT WWW.SAM.GOV (ATTACHMENT 2)
SEE THE ATTACHED SF 18 WITH THE TERMS AND CONDITIONS WHICH ALL QUOTERS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD.
QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF 18 FORM OR ON COMPANY LETTERHEAD.
(iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see RFO part 47).
Period of Performance:
Estimated: 08/15/2026-08/14/2027.
The Base Period start date is an estimate. If there is a significant delay in awarding this contract, the start and end dates may shift, a shortened base period of performance may be utilized, or an updated quote may be requested with a new 12-month base year.

SITE VISIT INFORMATION
A site visit is highly recommended but not required. Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Background
The National Weather Service (NWS) is seeking to procure non-personal janitorial services for its Weather Forecast Office (WFO) located in Cheyenne, WY. The goal of this contract is to maintain a clean and safe work environment for the staff, which includes up to 21 employees working various shifts, including nights and weekends. This solicitation is set aside for small business concerns with a size standard of $22 million.

Work Details
The contractor will provide all supervision, labor, tools, materials, and equipment necessary to perform janitorial services at the NWS WFO. Services include cleaning approximately 5,370 square feet of office space that consists of carpeted and tiled areas, bathrooms, a break room/kitchenette, an operations area, an electronics shop, a server room, cubicles, and offices.

Cleaning tasks are to be performed on Mondays, Wednesdays, and Fridays between 7:00 AM and 7:00 PM. The contractor must participate in an onsite meeting prior to commencing services to establish security requirements and work schedules. The contractor is also required to use environmentally friendly products made from recovered materials whenever possible.

The estimated period of performance is from August 15, 2026 to August 14, 2027.
