Description

Non-Personal Healthcare Service, Commercial Item, Labor Hour Contract with Fixed, Fully Loaded (all-inclusive) Hourly Rates to provide Emergency Department Management and Staffing Services for the Pine Ridge IHS Hospital, Pine Ridge, South Dakota. Period of Performance: July 1, 2024 through September 30, 2024.

A JOFOC for Unusual and Compelling Urgency, FAR 6.302-2, was signed on July 1, 2024.

The Great Plains Indian Health Service (GPAIHS) contracts for twenty-four hours per day, seven days per week, three hundred sixty five days per year (24/7/365) Emergency Department (ED) Management and Staffing Services for the Emergency Departments in GPAIHS medical facilities. The Contractor provides qualified ED Directors, ED Physicians, Advanced Practice Providers (APP), ED Nurse Leads, Registered Nurses (RNs), and Medical Support Assistants (MSAs) to provide comprehensive medical and related services for patients as required by the performance work statement (PWS) and within applicable GPAIHS medical policies, procedures, and standards of care. Contractor health care providers provide services to eligible beneficiaries of the IHS who present themselves for themselves for treatment. Contracted services encompass the provision of medical services that are emergent and non-emergent for the largest location within the GPAIHS by patient volume: Pine Ridge, SD.

Tribal Health is currently performing the work described above under a contract that expires on June 30, 2024. This justification for other than full and open competition (JOFOC) supports the award of a bridge contract for emergency department services to maintain continuity of services for Pine Ridge Hospital during the time necessary to complete the actions necessary for the agency's ongoing follow-on competitive procurement for GPAIHS ED Management and Staffing Services.The intended bridge contract anticipates a 90-day period of performance from July 1, 2024 to September 30, 2024.
