Background
The contract is issued by NAVFAC ATLANTIC for the provision of a totally electronic (Internet-based) subscription of commercial industry codes, standards, and web-based tutorials for the Department of Defense (DoD) and other related agencies. The period of performance consists of a base year and four option years, with a total duration not exceeding 60 months for ordering purposes. The contract must be performed entirely at the Contractor’s facility (off-site), and service provided to Users remotely.

Work Details
The contractor is required to provide web-based subscription of materials and standards collections, in electronic format and via Internet-based networking subscription arrangement. This includes providing access to documents listed in Appendix A for each of the designated locations, available online and for download 24/7. The contractor is expected to provide documentation demonstrating that the licensing rights for each Standards Document Organization (SDO) are in place prior to an award. Additionally, the contractor must provide quarterly performance reports, track subscription usage by standard, standards organization, and user, and monitor access of the licensed products.

Period of Performance
The period of performance consists of a base year starting on September 30, 2023 through September 29, 2024, with the option to exercise up to four additional one-year option periods.

Place of Performance
On-site visits may be arranged with the Contracting Officer Representative for contract coordination and for User on-site training if requested.
