Background
The Department of Veterans Affairs (VA), specifically the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, TX, is seeking to procure Non-Emergent Wheelchair Transportation Services for its facilities and associated Community-Based Outpatient Clinics (CBOCs).

Work Details
The contractor will provide Non-Emergent Wheelchair Transportation Services 24/7, including holidays, in accordance with the Performance Work Statement (PWS). The services will include:
1. Transportation of patients from various locations including the Michael E. DeBakey VAMC campus and its associated clinics.
2. Compliance with all relevant environmental management systems and training requirements.
3. Management of personnel without supervision from the VA, ensuring no perception of personal services.
4. Adherence to local licensing and permit requirements for medical transportation services.
5. Completion of yearly EPA-sponsored environmental training for on-site personnel.
6. Registration with the Contractor Performance Assessment Rating System (CPARS) for performance evaluations.

Period of Performance
The expected period of performance includes a base year of 12 months starting approximately 30 days after contract award, followed by four additional one-year ordering periods, making a total potential duration of up to five years.

Place of Performance
Services will be performed in Texas, Oklahoma, Arkansas, and Louisiana at various locations including but not limited to:
- Michael E. DeBakey VAMC
- Community-Based Outpatient Clinics (CBOCs) in Beaumont, Lufkin, Conroe, Galveston, Katy, Kingwood, Lake Jackson, Richmond, Sugar Land, Texas City, Tomball
- Other VA Medical Centers within Veterans Integrated Service Network (VISN) 16.

Bidder Requirements
Bidders must be Service Disabled Veteran Owned Small Businesses (SDVOSB) as per the set-aside status.
