Description

This is a notice of the Government's intend to award a Sole Source purchase order under the statutory authority of 41 U.S.C. 1901. For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only source reasonably available .

The notice of published in accordance with the Federal Acquisition Regulation FAR 5.2 {Synposis of Proposed Contract Actions,"requring the dissemination of informed on proposed contracts actions.

The United States of Appeal for the Armed Forces (USCAAF) requires the ability to provide funding for the federally-permitted benefit under 5 U.S.C. 7905 and Executive Order 13150. The requirement is to continue the participation in the federal transit subsidy program by providing Metro's SmartBenefits and paper farecards to employees at the United States Court of Appeal of Armed Forces(USCAAF) beginning August 1, 2026 to July 31, 2027 for the use of WMATA Metrorail, Metrobus, as well as DC Circulator, Metro-registered van pools, DASH, Ride On, Fairfax Connector, CUE, Loudoun County Transit. The Mass Transportation Benefit Program (MTBP) will be used for commuting between home and work as well as work-to-work within the NCR.

The Notice of Intent is Not a request for proposals or quotations.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice via email to whs.mc-alex.ad.mbx.ks@mail.mil , with a file size less than 5MB, Subject Line: Response to NOI BS0623261205, no later than 12:00 P.M. ET, 02 July 2026. All information submitted should support the offerors' capability to provide the services required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.

The United States Court of Appeals for the Armed Forces (USCAAF) exercises worldwide appellate jurisdiction over members of the armed forces on active duty and other individuals subject to the Uniform Code of Military Justice. The agency's mission includes addressing a broad range of legal issues, ensuring that military defendants have rights as allowed by applicable federal statutes.

This contract aims to provide funding for federally-permitted transit benefits under 5 U.S.C. § 7905 and Executive Order 13150, specifically to continue participation in the federal transit subsidy program by supplying Metro's SmartBenefits and paper farecards to USCAAF employees.

Work Details
The contractor will be responsible for purchasing transportation farecards/tickets via Metro’s SmartBenefits. Funds will be electronically applied towards the use of Metrorail, Metrobus, DC Circulator, Metro-registered van pools, DASH, Ride On, Fairfax Connector, CUE, and Loudoun County Transit.

These farecards/tickets are intended for commuting between home and work as well as work-to-work travel within the National Capital Region (NCR). The current number of employees eligible for this benefit is 10, with a total cost of $170 per employee for a duration of 12 months. Monthly funds will be added to staff farecards through the WMATA website portal managed by the vendor.

The period of performance for this contract is from August 1, 2026, to July 31, 2027.

Place of Performance
The services will be performed in Washington D.C., specifically at the United States Court of Appeals for the Armed Forces.
