The Substance Abuse and Mental Health Administration (SAMHSA), Division of Contract Management (DCM) on behalf of the Office of Prevention Innovation (OPI) intends to negotiate and award a purchase order without providing for full and open competition (Including brand-name) to the Health Occupations Students of America (HOSA) located at 548 Silicon Drive STE 101, Southlake, Texas, 76092-7513 to acquire sponsorship of the HOSA International Leadership Conference.

Background
The Substance Abuse and Mental Health Administration (SAMHSA), Division of Contract Management (DCM) on behalf of the Office of Prevention Innovation (OPI) intends to negotiate and award a purchase order without providing for full and open competition to the Health Occupations Students of America (HOSA) located at 548 Silicon Drive STE 101, Southlake, Texas, 76092-7513 to acquire sponsorship of the HOSA International Leadership Conference. The determination to make this a single-sole source requirement is based upon the market research conducted as prescribed in Part 10-Market Research. The results of the market research concluded that sponsorship of the Health Occupations Students of America (HOSA) International Leadership Conference is only available through HOSA.

Work Details
The purpose of this contract is to secure a sole-source award with HOSA for the sponsorship and collaborative project to support activities to create a behavioral health foundation for future health professionals and workforce development. The objectives include supporting workforce development by having youth participate in prevention initiatives, educating youth interested in pursuing a career in health with a focus on mental health promotion and substance use prevention, and leveraging the experiences of the youth participating in the project to better inform ongoing CSAP prevention activities. The sponsorship/collaborative project will include workshops and an education booth at the ILC, regional webinar series, listening sessions, and a Behavioral Health Challenge for chapters across the nation focused on mental health promotion and prevention.
