Description

P-3 Propeller Maintenance and Training. The vendor shall provide full service maintenance to include, but not limited to, inspection, repair, overhaul, scheduled and unscheduled maintenance, and training for the 54H60-77 propeller system. The propeller system includes the prop control, valve housing, valve housing cover and brush block assembly.
Background
The National Oceanic and Atmospheric Administration (NOAA), through its Eastern Acquisition Division (EAD) on behalf of the Office of Marine and Aviation Operations (OMAO), is seeking quotes for P-3 Propeller Services and Training.

The Aircraft Operations Center (AOC) operates two WP-3D Orion aircraft to support NOAA and national research. The goal of this contract is to provide full service maintenance for the 54H60-77 propeller system, which includes inspection, repair, overhaul, scheduled and unscheduled maintenance, and training.

Work Details
The contractor shall provide all labor, materials, equipment, special tools, facilities, and certified factory trained technical staff to repair and/or overhaul the 54H60-77 model propeller assembly and its sub-assemblies including prop control, valve housing, valve housing cover, and brush block.

Each aircraft uses four 54H60-77 propeller assemblies with an additional four spare assemblies maintained by AOC. The contractor must perform a tear down and inspection upon receipt of the propeller and provide a detailed discrepancy report within seven working days. This report should include compliance with Propeller Bulletins and Airworthiness Directives necessary for returning the assembly to a serviceable condition.

All work must adhere to NAVAIR 03-20-CBBK-1 maintenance manuals and manufacturer’s guidelines. The contractor is also responsible for bench testing the assembly within manufacturer limits and providing proper documentation such as FAA Forms 8130 or equivalent.

Period of Performance
The anticipated contract will have an ordering period of five years from the date of award.

Place of Performance
The services will be performed at the contractor's facility capable of servicing the specified propeller systems.
