The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AKFSC), intends to award, on a sole source basis, under the authority of FAR 8.405-6, with Xerox Corporation., of Washington D.C., to procure the following:

Provide full service maintenance agreements for four (4) existing Xerox machines, located at the Ted Stevens Marine Research Institute (TSMRI) at Lena Point in Juneau, Alaska. Xerox products are designed and manufactured to deliver peak performance when properly maintained and serviced. The Xerox Full Service Maintenance Agreement (FSMA) is the most cost effective way to ensure our Xerox equipment receives adjustments, repairs, and preventive care from Xerox-certified personnel using authorized Xerox parts. The offices in TSMRI currently have existing Full Service Maintenance Agreements with Xerox for the following equipment: Xerox AltaLink C8035 and Xerox WorkCenter Pro 7835. The service will provide coverage for all parts, labor, software, diagnostic licenses and telephone support and will provide all consumable supplies. Full Service Maintenance Agreement will also cover:
Installation of new hardware or parts for service periods if required.
Warranty of hardware and parts.
Onsite support if needed.
Phone support.

Xerox Corporation requires a Xerox technician to provide the service and maintenance of these specific machines, the technicians have extensive knowledge, expertise, experience and history with our equipment. Xerox Corporation is the only authorized vendor to provide service and support to our machines due to the age of the equipment. The printers are used on a daily basis and without a Full Service Maintenance Agreement, our office would be greatly impacted by any downtime caused by equipment failure.

The applicable Size Standard is North American Industry Classification System (NAICS) Code 811210, with a Small Business size standard of $34.0M.

Xerox Corporation is the only Authorized Service provider to provide full service maintenance agreements, parts, and warranties for our aging Xerox equipment.

The Government intends to negotiate a firm fixed price contract. This Special Notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing. Submissions are due no later than May 16, 2024 at 5pm Eastern Time. Oral communications are not acceptable in response to this notice. Responses may be emailed to Christie.Lang@noaa.gov. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only can Xerox Corporation., of Washington D.C, can provide the requirements stated above.
