The National Oceanic and Atmospheric Administration, Alaska Fisheries Science Center, intends to award one Firm-Fixed Price type contract for the supply of a charter vessel to conduct a stock assessment bottom trawl survey of groundfish in the Aleutian Islands in 2026 & 2028, 2030 & Gulf of Alaska in the years 2027 & 2029, as described in the Statement of Work.
Background
The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm-fixed-price contract for a chartered vessel and crew to conduct biennial bottom trawl surveys of Alaskan groundfish in the Gulf of Alaska and Aleutian Islands.

The Alaska Fisheries Science Center (AFSC) conducts these comprehensive surveys to monitor and describe trends in abundance and distribution of commercially and ecologically valuable groundfish populations. This contract aims to fulfill the requirements mandated by the Magnuson Stevens Act, providing essential data for stock assessments.

Work Details
The contractor will supply a bottom trawler equipped for trawling with a stern ramp, gallows or gantry, two net reels, and modern navigation and communication electronics. The vessel must have split trawl winches with at least 1,463 m of 2.53 cm diameter steel core trawl cable available for fishing on each drum.

The contract includes:
- 55 sea days for the charter (Item 0001).
- Moorage communications charges and dockside services not exceeding $10,000 (Item 0002).
- Optional additional vessel charter days up to 25 days (Item 0003).
- Shipping of government-furnished equipment (Item 0004).
- Fuel costs anticipated to be covered by a government sea card, with an option for reimbursement up to $100,000 based on actual expenses incurred (Item 0005).
