The purpose of this Amendment 2 to the subject Notice is to (1) extend the proposal due date from 2pm ET on 5/28 to 2pm ET on 6/2, and (2) post updated documents because of the extension; NOAA hereby amends the following documents. Please note NOAA only updated the highlighted portions of said documents! All other documents, terms, and conditions remain the same; NOAA made no other updates/revisions.

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number for this announcement is NEED30002100265 and is issued as a request for proposal (RFP) for a time-and-materials contract amongst eligible certified 8(a) firms using the North American Industry Classification System (NAICS) Code 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a small business size standard of 1,000 employees pursuant to Section 8(a) of the Small Business Act, as amended (15 U.S.C. 637(a)), and the current Partnership Agreement between Small Business Administration (SBA) and the Department of Commerce (DOC). The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number: 2021-05, effective 3/10/2021.
