Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract for Shuttle Services at NNSY. This is a SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, and FAR Subpart 13.5 as supplemented with the additional information included in this notice.

This requirement will be solicited as a 100% total Women Owned Small Business set-aside. The North American Industry Classification Standard (NAICS) code applicable to this procurement is 485999. The small business size standard is 19.0 (millions of dollars). The product Service Code is V212.

Period of performance is one (1) base year and one (1) option year anticipated to begin September 30th, 2025 through September 29, 2027.

52.212-1 Addendum - Instructions to Offerors Commercial Products and Commercial Services

To be considered for this contract opportunity, the offeror must provide the required documents outlined in attached Attachment 1 Addendum to 52.212-1. Failure to provide all required documents by the closing date and time SHALL preclude a quote from award consideration.

52.212-2 Addendum Evaluation

Award will be made to the the responsible offeror who receives an acceptable rating in technical and past performance and provides the lowest evaluated price, representing the best value to the Government.

Background
The Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract for Shuttle Services at NNSY. This contract is aimed at providing transportation services throughout the NNSY and the Naval Support Activity, Portsmouth (NSA Hampton Roads Portsmouth) in Portsmouth, Virginia. The goal of this contract is to reduce time lost from extended travel by shipyard personnel, limit foot traffic, and reduce personnel exposure to extreme weather. This requirement will be solicited as a 100% total Women Owned Small Business set-aside.

Work Details
The contractor shall provide shuttle services for the transportation of all personnel throughout NNSY and NSA Hampton Roads Portsmouth. The contractor is responsible for providing all personnel, equipment, tools, materials, supervision, and non-personnel services necessary to perform as defined in the Performance Work Statement (PWS). The shuttle service will consist of four 15-passenger vans with drivers who will operate along designated routes within the installation and Controlled Industrial Area (CIA).

The daily shuttle schedule will run from 0500 to 1700 on weekdays, excluding federal holidays or days when NNSY is not operating. Two drivers will be assigned to the Installation route and two drivers to the CIA route. Drivers must navigate vehicle and pedestrian traffic while adhering to safety protocols. They will report to specific shuttle stops at designated times each workday.

Period of Performance
The period of performance is anticipated to be one base year of 12 months with an option for one additional 12-month period, beginning September 30th, 2025 through September 29th, 2027.

Place of Performance
The work will be performed at Norfolk Naval Shipyard on the NSA Portsmouth installation in Portsmouth, Virginia.
