This solicitation will result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five (5) year ordering period, under which firm-fixed-price (FFP), time-and-materials (T&M), or labor-hour (LH) task orders may be issued. The contractor shall provide all services identified in the Performance Work Statement (PWS) for the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Habitat Conservation in accordance with the attached terms and conditions. The contractor shall provide non-personal services for Scientific, Technical, and Program Support (STPS).

All offeror questions pursuant to this RFP shall be sent to the Contracting Officer, alex.williams@noaa.gov, and Contract Specialist, nicholas.g.brown@noaa.gov, no later than August 11, 2023 at 2:00 PM Mountain Time.

AMENDMENT: Q&A document has been provided and an updated Attachment B - Pricing Schedule has been attached. Offerors shall use the version dated 8.22.2023 with their submission.

Background

Work Details
The contractor shall provide all labor, materials, supervision, travel, facilities, and other non-personal services to perform work under the resulting contract. The prices submitted in the offeror's Pricing Schedule will be legally binding upon award and will be the maximum prices allowed for all task orders issued within the specified ordering period. The contractor shall provide all services identified in the Performance Work Statement for the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Office of Habitat Conservation.
