Description

This is a synopsis for a commercial acquisition for National Military Command Center (NMCC) Facilities Maintenance Services pursuant to Federal Acquisition Regulation (FAR) Part 15 and the Department of Defense (DoD) Source Selection Procedures dated 20 August 2022.

AFDW/PK intends to issue a competitive, small business set-aside Request for Proposal (RFP) for NMCC Facilities Maintenance services in the coming weeks. Contract period of performance is an estimated 12-month base period with four 12-month option periods.

Background
The National Military Command Center (NMCC) is supported by the 844th Communications Squadron (CS), which acts as the Executive Agent for facility operations. The mission includes providing enhanced facility operations support for Chemical Biological and Radiological (CBR) maintenance, Physical Security, Heating, Ventilation, and Air Conditioning (HVAC), and Mission Critical Power (MCP).

This contract aims to ensure effective and timely facility systems services to support the NMCC's No Fail Mission, which operates 24/7/365. The contractor will provide services within a Secure Compartmented Information Facility (SCIF) located in the Pentagon, requiring specific security clearances.

Work Details
The contractor shall perform a variety of tasks including:
1. Project Management of renovations and reconfigurations within NMCC and GSAF, ensuring updates to CAD files and configuration management.
2. Security Operations and Maintenance (O&M) for SCIF accreditation and access control systems.
3. Facilities Systems O&M using MAXIMO maintenance software for equipment reliability.
4. High-altitude Electromagnetic Pulse (HEMP) Facility O&M in compliance with military standards.
5. Emergency Mechanical and Electrical Systems O&M to maintain utility systems effectively.
6. 24/7/365 emergency response to mission system outages with specific response times outlined.
7. Monitoring of collective protection CBR systems and decontamination stations during incidents.
8. Design and configuration management for office environments including furniture layout and signage changes.
9. Escorting personnel entering SCIF or Pentagon as per regulations.
10. Daily security checks of NMCC areas to ensure operational integrity.
11. Access Control Operation including database management and hardware maintenance.
12. System administration for unique NMCC facilities systems.
13. Carpet cleaning services for specified areas on a regular schedule.
14. Daily operational reporting to NMCC Chief including meeting minutes and service interruption requests.

Period of Performance
The contract has an estimated period of performance consisting of a 12-month base period with four additional 12-month option periods.
