Background
The U.S. Fish and Wildlife Service is issuing this solicitation for the San Andres National Wildlife Refuge (NWR) located at 5686 Santa Gertrudis Dr., Las Cruces, NM 88012. The refuge previously had a wind turbine installed approximately 15 years ago to provide energy to its headquarters and reduce utility costs. However, the turbine ceased generating energy about 20 months ago, necessitating the purchase of a new wind turbine head to restore it to full functionality.

Only the turbine head needs replacement, as the stem and associated systems remain in adequate condition.
