The Federal Emergency Management Agency's (FEMA) has an urgent requirement for Emergency Siren Warning System in support of DR 4652. Impacts to the communications infrastructure have severely hampered the state and local alert authority's abilities to message impacted citizens located in burn scar areas and downstream of potential monsoonal flash flooding. This emergency life saving measure is needed to notify the general public of potential monsoonal mudslides and flooding associated by the wildfires which accrued in the state of New Mexico. The scope of this project includes the procurement, delivery, installation, instruction, maintenance,
support, and removal of a fully functional, temporary Emergency Siren Warning System.

Background
The Federal Emergency Management Agency (FEMA) has an urgent requirement in support of DR-4652 to provide an Emergency Siren Warning System following wildfires in the State of New Mexico. Impacts to communications infrastructure have severely hampered state and local authorities’ ability to alert citizens in burn scar areas and downstream of potential monsoonal flash flooding.
This life-saving measure will notify the general public of potential monsoonal mudslides and flooding. The scope includes procurement, delivery, installation, instruction, maintenance, support, and removal of a fully functional temporary Emergency Siren Warning System.

Work Details
The Contractor shall procure, deliver, install, instruct on use, maintain, support, and remove a fully functional temporary Emergency Siren Warning System. Specific tasks include production of all necessary equipment and supplies in New Mexico within 3 days of the post-award conference; completion of installation within 8 days; system fully operational within 10 days; on-scene maintenance available within four hours of request; removal of installed equipment and delivery to FEMA within 30 days of notification (no later than September 30, 2022).
All equipment must support mass notification in monsoonal mudslide and flooding-prone burn scar areas. Shipping of equipment is required under Product/Service Code N063.

Bidder Requirements
Offerors must submit separate Volume 1 (cost/pricing) and Volume 2 (technical) proposals not to exceed 25 pages. Questions are due by July 2, 2022 at 4:00 pm CDT; proposals are due by July 5, 2022 at 12:00 pm CDT.
Offerors shall provide a technical and management approach addressing all SOW requirements, including a detailed work plan with a delivery schedule. Proposals must include evidence of related experience in emergency alert, warning and notification siren systems performed within the past three years, with three reference contracts (contract number, agency, summary of work, and technical point of contact). Offerors must ensure on-scene maintenance availability within four hours of request and provide brand name or equal solutions.
