Notice on Intent to Award a Sole Source Firm Fixed Price Contract

The U.S. Department of the Treasury, Departmental Offices & Enterprise Procurement Branch, Treasury Common Services Center - Acquisition Services, intends to award a sole source contract to NK CONSULTING, INC. for a subscription to a commercial-off-the-shelf database that provides the Treasury's Office of Terrorism and Financial Intelligence.

The subscription shall provide authorized Government users with access to current and historical North Korea-focused information, including news reporting, expert analysis, official North Korean source materials, searchable research databases, and reference resources. The platform shall support the identification, monitoring, and analysis of political, economic, security, sanctions, trade, and other developments involving North Korea.

At a minimum, the web-based subscription service shall provide the following capabilities:

• Access to North Korea-focused news, analysis, and research content;
• Searchable archives of historical articles, reports, and reference materials;
• Access to official North Korean government and state media publications and other primary-source content;
• Advanced search capabilities across all subscription content;
• Real-time updates, email notifications, and customizable alerts for significant developments;
• Integrated research and analytical resources related to North Korean leadership, sanctions, trade, maritime activity, aviation, missile activity, economic indicators, and other relevant subject areas;
• Regular newsletters, executive briefings, and periodic analytical publications;
• Access to historical and current data through a single, integrated subscription platform

The Government has determined that NK CONSULTING Inc. is the only source capable of meeting the Government's requirements because NK CONSULTING Inc. developed a comprehensive North Korea-focused subscription. The aniticipated award is for a base period of 12-months, with four (4) option period(s), if applicable, from January 3, 2027 through January 2, 2031.

Interested Sources:

This notice is not a solicitation or a request for competitive quotations or proposals. However, responsible sources that believe they can provide the required supplies or services may submit a capability statement demonstrating their ability to meet the Government's requirements. Capability statements must include sufficient technical information to determine whether the interested party can satisfy the Government's requirement wihout substantial duplication of cost or unacceptable delays. Responses shall include:

1. Company name and address;
2. Size of company (number of personnel, total revenue, ownership, parent corporation, etc.);
3. Unique Entity Identifier (UEI)
4. Company point(s) of contact including name, phone number, address, and email; length of time in business;
5. Geographic presence;
6. Company experience in providing valuation services to government or commercial entities;
7. Provide any pertinent information that will assist us in this assessment.
8. Contract Number and value/capacity; and
9. Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing
decentralized ordering, etc.). Please identify type of ordering contract (e.g., GSA Multiple Award Schedule, GSA
Professional Service Schedule, etc.).

Responses received by the specified deadline will be evaluated solely to determine whether a competitive procurement should be conducted.
