The Office of the Chief of Naval Operations is inviting members of the investment and private sector innovation communities to participate in an industry engagement event thru the NIWC Atlantic Rapid Capabilities Cell (RCC) in Arlington, VA on July 28 & 29, 2026.
This two day NIWC Atlantic RCC event will include a kick off session that will cover the OPNAVs most pressing financial management challenges and one on one industry demonstrations of capability to address these needs.

The NIWC Atlantic RCC welcomes existing and new industry partners, with limited Government contracting experience, without prejudice. Potential partners with strong technical competence in their particular field may be successful with a high willingness to learn.

Follow-on Interaction
The NIWC Atlantic RCC anticipates subsequent opportunities for one-on-one conversations with industry partners to explore relevant capabilities in more detail at later dates; however, those follow-on programs, schedules, and timelines are in development and subject to change. These events will also be subject to the disclaimer detailed at the end of this special notice. Any additional opportunities to engage with RCC will also be announced via SAM.gov. Participation in this event is not required for future participation in those events or other related activities.
Registration
1. RCC Industry Day
This event is UNCLASSIFIED and is open to all industry representatives. ATTENDEES MUST MEET ALL OF THE FOLLOWING REQUIREMENTS:
- HOLD CITIZENSHIP IN THE US
- REPRESENT A COMPANY HEADQUARTERED IN US
2. RCC One on One Session
Audio or visual recordings of any kind are prohibited.
On-site Visitors must also present one of the identifications listed below for entry:
- REAL ID-compliant driver's license.
- Valid U.S. Passport or Passport Card.
- Valid U.S. Government Common Access Card (CAC), U.S. Military Identification Card, Personal Identification Verification Card, or Military retiree or Dependent ID card.
- Permanent Resident Card or Alien Registration Receipt Card (Form I-551).
Companies interested in participating in this industry Exchange are encouraged to review the attached problem statements and submit a one consolidated capabilities statement to Maryam.B.Atkins.civ@us.navy.mil no later than July 8, 2026.
The Government will provide confirmation and additional logistical information to attendees via email within five (5) business days of the event start.

Submitted questions about the event must be UNCLASSIFIED. RCC will provide no classified information prior to the event. All questions and responses should be UNCLASSIFIED. NO CLASSIFIED MATERIAL SHALL BE SUBMITTED UNDER ANY CIRCUMSTANCE.
