Naval Information Warfare Center (NIWC) Atlantic Cryptologic Carry-On Program (CCOP) Engineering Support and Technical Support *** This opportunity, N6523626RE032, is for SeaPort-NxG MAC HOLDERS ONLY .*** No other offers will be considered. SeaPort-NxG MAC holders will need to register for PIEE accounts in order to receive solicitations and submit proposals/offers. Note: There is no Attachment 8 being provided, and is designated as reserved in the RFP. Solicitation N6523626RE032 is associated with the Pre-Solicitation Reference Number N65236-25-RFPREQ-LSUBP00022-0147 which contained draft documents. All attachments to Solicitation N6523626RE032 are the the current documents and should be the documents utilized to develop proposals submitted. Based on Department of War Memorandum, Removing Barrier to Defense Industrial Base Expansion: Immediate Suspension and Strategic Review of Cybersecurity Maturity Model Certification Requirements, dated 13 July 2026, AND Undersecretary of War, Acquisition and Sustainment Memorandum, Implementing Department of War Chief Information Officers Suspension of the Advancement of Cybersecurity Maturity Model Certification Phase 2 Requirements, dated 13 July 2026, this requirement will be only at a maximum of CMMC Level 2 (Self) until further notice, however, further changes to CMMC requirements are possible (to include after award).
Background
The Naval Information Warfare Center (NIWC) Atlantic is issuing this solicitation for the Cryptologic Carry-On Program (CCOP) Engineering Support and Technical Support. The goal of this contract is to provide engineering and technical support services to enhance the capabilities of the CCOP. This opportunity is exclusively available to SeaPort-NxG MAC holders, and no other offers will be considered.

The contract is associated with a previous pre-solicitation reference number that contained draft documents, and all current documents should be utilized for proposal development. Recent Department of War memorandums indicate that this requirement will only need to meet a maximum of Cybersecurity Maturity Model Certification (CMMC) Level 2 until further notice.

Work Details
The contractor shall provide comprehensive engineering support and technical services as outlined in the Statement of Work (SOW). Key tasks include:
1. Maintaining a quality system that meets contract requirements and ensures customer satisfaction with defect-free products/processes.
2. Developing and submitting a Quality Assurance Plan (QAP) within 30 days post-award, ensuring it is available for government review during scheduled visits.
3. Ensuring all subcontractors possess a quality assurance program commensurate with the services provided.
4. Meeting security control requirements for processing, storing, and transmitting Controlled Unclassified Information (CUI).
5. Evaluating deliverables for CUI or classified information, ensuring proper classification markings are applied as per applicable guidelines.
6. Developing Test and Inspection Plans (TIP) prior to productive work on Navy ships/submarines, ensuring compliance with ISO 9001 standards.
7. Implementing corrective action systems addressing root cause analysis and utilizing data-driven activities for continuous improvement.

Period of Performance
The period of performance will be defined in the task order awarded under this solicitation, typically spanning several months to years depending on specific task requirements.

Place of Performance
Work will primarily be performed at designated Navy facilities, including shipboard and submarine environments as required by task orders.
