This is a pre-soliciation notice for Boiler Repair and Welding Services. See attached Statement of Work (SOW) for details regarding the requirements.

If your firm feels they are capabile of providing these services you are permitted to submit a quotation for consideration. Please ensure you review the firm qaulification requirements. No firm will be permitted to provide these services without meeting the techincal requirements as stated in the attached SOW.

This notice does not obligate NIST to compensate respondents for any information submitted. NIST will not reimburse vendors for costs incurred in preparing or providing a response to this notice.

Background
The National Institute of Standards and Technology (NIST) is a government scientific research facility located in Gaithersburg, MD. NIST operates a Central Utility Plant (CUP) that delivers site-wide utility services, primarily the production of high-pressure steam. The capability to provide steam is critical to NIST's national mission. This contract aims to secure an ASME 'R' stamp qualified contractor for boiler repair and welding services to ensure the operational integrity of the CUP.

Work Details
The contractor will provide all labor, materials, and equipment necessary for on-call maintenance and repair of six high-pressure power boilers and associated systems. Specific tasks include:
1. General Conditions: Critical maintenance/repair for boilers SG-1 to SG-6 and HRSG, including welding repairs on various boiler components such as water wall tubes, economizer tubes, valves, and piping.

2. ASME Welder & 'R' Stamp Requirements: Contractors must have at least ten years of experience with ASME 'R' code repairs and maintain ASME welding certification throughout the contract.

3. Steam Manholes: Work in manholes at temperatures up to 180°F, requiring OSHA-compliant confined space entry procedures.

4. Welder Qualification: Compliance with ASME Section IX for welder qualifications.

5. Callback Response: A 24/7 on-call system with a maximum response time of 8 hours for emergency calls.

6. Concept of Operations: Established procedures for emergency repairs initiated by NIST personnel.

7. Safety Requirements: Provision of safety equipment and training in compliance with OSHA standards.

Place of Performance
Work is primarily located at building 302, NIST, Gaithersburg, Maryland.

Bidder Requirements
Bidders must have a minimum of ten years current experience repairing high-pressure boilers under ASME 'R' code. They must maintain ASME welding certification and NBBI 'R' certification throughout the contract duration. Contractors are required to provide proof of certifications at bid submission and during the contract term.
