NIST CHIPS Semiconductor Subject Matter Support Services BPA

The National Institute of Standards and Technology (NIST) is issuing this Request for Quotation (RFQ) to solicit quotations from Federal Supply Schedule Holders for the purpose of entering into a single Blanket Purchase Agreement under existing GSA MAS SIN 541611. This is a Request for Quotation (RFQ) 1333ND23QNB130276 for commercial services prepared in accordance with the format in FAR Subpart 8.405, as supplemented with additional information included in this notice. Firm Fixed Price, Labor Hour, or Time & Materials type call orders may be issued under the resultant BPA for specific services that fall within the scope of the BPA Statement of Work. Call Orders may be issued under the BPA, which will be based on scopes of work defining specific requirements. The BPA will establish agreed-upon fully burdened hourly labor rates for all available labor categories under the BPA. The associated NAICS code for this RFQ is 541611 and the small business size standard is $24.5M. This solicitation is being set aside 100 percent for small business schedule holders. The solicitation will be solicited to schedule contractors that are small businesses under MAS SIN 541611, that as of the closing date of the RFQ are eligible to submit a quote for evaluation. It is emphasized that there are no intended nor implied guarantees regarding the Government's usage of this vehicle. The BPA established as a result of this RFQ does not obligate any Government funds. The estimated value of this BPA is $9.5 million total across the entire potential two-year period. There is no maximum amount placed on each individual base/option period of the BPA. This $9.5 million is the estimated cumulative value of all orders issued by NIST under the BPA. Eligible quoters shall submit documentation illustrating their approach for satisfying the requirements of this solicitation. Quotations must be clear, coherent, and prepared in sufficient detail for effective evaluation of the quoter's quotation against the evaluation criteria. Quotations must clearly demonstrate how the quoter intends to accomplish the project and must include convincing rationale and substantiation of all claims. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete effective response to the solicitation are not desired. The quoters shall describe their quotations, through the use of graphs, charts, diagrams and narrative, in sufficient detail for the Government to understand and evaluate the nature of the approach.
