Description

Support services required for this effort will consist of systematic analysis of data sources, systematically account for differences in data sources and biases, optimize and standardize indicators, estimate all-cause mortality, cause of death and YLL, estimate prevalence, incidence and YLD, estimate DALYs and HALE, estimate exposures to and the burden of risk factors, data management and documentation of data sources, generate summary report, create forecasting models (complex simulations) that provide estimates of the extent of possible health improvements (eg, reductions in cigarette smoking) and health-related expenses associated with alternative public health actions or inaction, and provide training and technical assistance to other researchers interested in utilizing the U.S. data and relevant modeling strategies developed under this requirement.

Background
The National Institute of Minority Health and Health Disparities (NIMHD), within the National Institutes of Health, intends to negotiate on a sole source basis, under the authority of 41 U.S.C. 253 ( c )(1) and 6.301-1(a)(2)(ii) a five (5) year follow on contract with University of Washington (Institute of Health Metrics and Evaluation-IHME), entitled, “U.S. Burden of Health Disparities”. This follow on support will sustain the supporting services and the highly specialized computing capacity, data linkages, model estimation methods, forecasting methods, and technical assistance required for this effort. It is critical that the services and work provided by IHME, not be interrupted as they are integral part to the success of identifying the mortality and morbidity burden in the U.S. at the county-level by age, sex, race-ethnicity, and education for all U.S. counties.
