Description

The opportunity is a Request for Quotation (RFQ) issued by the Department of Justice (DOJ), Office of Justice Programs (OJP), for the evaluation of Bureau of Prisons (BOP) reentry programs in response to the First Step Act (FSA) of 2018. The purpose of the evaluation is to assess the effectiveness of a subset of BOP reentry programs in reducing recidivism and improving outcomes for federal inmates. The evaluation will focus on seven specific programs offered by BOP, including Female Integrated Treatment, Foundation, Threshold, Life Connections, STAGES, Skills Program, and Non-residential Sex Offender Treatment Program. The evaluation will examine program structure, mechanisms for program delivery, cost, and outcomes related to recidivism reduction and other relevant factors. The timeframe for the acquisition is from June 1, 2022, to September 30, 2026. The place of performance will be determined based on the locations where the selected programs are offered.

This opportunity is notable because it aligns with the requirements of the First Step Act and aims to generate knowledge on effective recidivism reduction programs for federal inmates. The evaluation will provide valuable insights into the impact and effectiveness of specific BOP reentry programs in achieving their intended outcomes. The evaluation will also contribute to ongoing research and data analysis required by the FSA and support evidence-based decision-making in criminal justice policy and practice. The evaluation will require a comprehensive approach that includes data collection, analysis, reporting, and dissemination of findings to inform future research, policy development, and program improvement efforts.
