NIH SCADA Preventive Maintenance

Background
The National Institutes of Health (NIH) is seeking contractors to provide SCADA Campus Wide Preventive Maintenance. The campus wide SCADA system supports its electrical distribution system ranging in voltage from 34.5 kV to 208 V and includes all the buildings in the current SCADA system configuration, as well as any modifications or additions to the existing SCADA configuration. Building 11 has its own SCADA and is excluded from this program.

The SCADA system continuously monitors the status of transformer network protectors, transformer temperature and pressure, UPS status, main circuit breakers on 480 V distribution boards, tie breakers on 480 V distribution boards, and collects data for power, volts, amps, and any outage conditions.

Work Details
The statement of work covers specifics for a one-year maintenance with an option to be reviewed and renewed for four more years. The contract includes onsite maintenance support, remote system administration activities, follow-up of onsite administration activities, hardware maintenance, dedicated after-hours emergency support, providing software updates, coordination with NIH ORS Information Technology Branch (ITB/CIT) for server, storage and network aspects of the SCADA system.

The contractor shall provide onsite maintenance and support of the SCADA system software and hardware for Bethesda and Poolesville campuses. Additionally, the contractor shall provide emergency onsite support as needed.

Period of Performance
The period of performance is as follows: Base Period: 04/28/2024 - 04/27/2025; Option 1: 04/28/2025 - 04/27/2026; Option 2: 04/28/2026 - 04/27/2027; Option 3: 04/28/2027 - 04/27/2028; Option 4: 04/28/2028 - 04/27/2029

Place of Performance
The contract will be performed at the National Institutes of Health campus in Bethesda, Maryland.
