NIH Multiple Award Task Ordering Contract (MATOC) for Architect-Engineering Services, Construction Quality Management, and Commissioning   2

Background
The National Institutes of Health (NIH), Office of Research Facilities (ORF) is seeking to enter into multiple award, indefinite-delivery indefinite-quantity (IDIQ) contracts for professional Architect Engineering (A/E) services. This initiative is in accordance with the Brooks A/E Act, Public Law 92-582.

The goal of these contracts is to provide high-quality architectural and engineering services that support NIH's mission to enhance health and reduce the burdens of illness and disability through biomedical research.

Work Details
The A/E services will encompass a range of tasks including:
1. Pre-Design Phase:
- Program of Requirements (POR) / Validation of PORs for both NIH-owned and leased facilities.
- Conducting special studies.
2. Design Phase:
- Schematic Design.
- Design Development, including but not limited to Design Intent Documents, Bridging Documents, and Construction Documentation.
3. Post-Design Phase:
- Bidding / Negotiation processes.
- Construction Administration tasks such as equitable adjustments, commissioning (Cx), and construction quality management (CQM).

Additionally, the A/E firm must demonstrate proficiency in various architectural and engineering disciplines including mechanical, electrical, plumbing (MEP), fire protection, civil, and structural engineering design. The firm should have relevant experience in renovation, repair, modification, alteration, and new construction across various facility types such as animal care facilities, biomedical research laboratories, healthcare facilities, office/public spaces, and utility infrastructure.

Period of Performance
The effective period for contract holders is six (6) years from the MATOC award date.

Place of Performance
Most work under the MATOC will be performed at the NIH Main Campus in Bethesda, Maryland.
