The purpose of this requirement is to acquire non-Research and Development (non-R&D), specialized project, program, and portfolio services to support the National Institutes of Health (NIH), Intramural Research Program (IRP). This is a trans-NIH focused activity that requires a highly qualified and experienced contractor capable of providing a full range of specialized and comprehensive strategic, technical, and operational level of support and services. This requirement is critical for supporting the NIH biomedical and clinical research activities in- process, planned, and unanticipated (due to new or re-emerging health threats and advances in biomedical and behavioral science).

This SOW includes support services in the following Task Areas:
TASK AREA 1: ENTERPRISE MANAGEMENT SYSTEM
TASK AREA 2: PROJECT, PROGRAM AND PORTFOLIO SOLUTIONS
TASK AREA 3: TRANSITION PLAN

Pursuant to FAR 19.1503(a), offerors must be sure their WOSB or EDWOSB status is in accordance with 13 CFR Part 127.

If the apparent successful offeror has submitted a complete application that is pending certification at the time of initial offer, or certified, by the U.S. Small Business Administration (SBA), the offeror will be eligible for proposal or bid submission, per 13 CFR 127.504. Offerors that need assistance in submitting a complete application to beta.Certify.sba.gov are advised to contact the SBA Office of Government Contracting at wosb@sba.gov .

All questions were due in writing per the solicitation by 15 April 2022. The Contracting Officer or Contract Specialist will not answer any question via telephone. No questions will be accepted or answered after the specified date of 15 April 2022 in the solicitation.

Background
The purpose of this requirement is to acquire non-Research and Development (non-R&D), specialized project, program, and portfolio services to support the National Institutes of Health (NIH), Intramural Research Program (IRP). This is a trans-NIH focused activity that requires a highly qualified and experienced contractor capable of providing a full range of specialized and comprehensive strategic, technical, and operational level of support and services. This requirement is critical for supporting NIH biomedical and clinical research activities in-process, planned, and unanticipated due to new or re-emerging health threats and advances in biomedical and behavioral science.

Work Details
The contractor shall provide specialized project, program and portfolio support services organized into three Task Areas:

Task Area 1: Enterprise Management System – furnish an established automated program management system with capabilities for secure document management, workflow tracking, electronic signatures, performance metrics, dashboards, financial tracking, automated reporting, user-defined fields, integrations, mobile access, notifications, customization and scalability.

Task Area 2: Project, Program and Portfolio Solutions – provide comprehensive PMO support including resource management, contract drafting, subcontract awards and administration, quality assurance, timeline management, recruiting platform integration, and end-to-end portfolio oversight for at least 100 Task Orders.

Task Area 3: Transition Plan – develop and execute a transition plan that ensures continuity of services at contract award and option exercise boundaries.

All services shall include qualified personnel, materials, equipment, tools, supervision, facilities and non-personal support.

Reporting requirements include monthly activity reports, including any work with Select Agents or Highly Pathogenic Agents in compliance with biocontainment regulations.

Period of Performance
Base Period 05/22/2022–05/21/2023 with three successive 12-month option periods: 05/22/2023–05/21/2024, 05/22/2024–05/21/2025, 05/22/2025–05/21/2026, and a six-month extension right to 11/21/2026.

Place of Performance
Majority of work performed at the contractor's and any subcontractor's facilities; official delivery location Bethesda, MD (NIH facilities).

Bidder Requirements
Set-aside 100% Woman-Owned Small Business (WOSB). Offeror must be WOSB or EDWOSB certified or pending certification at time of initial offer.

Mandatory Qualification Criteria:
1. Established automated program management system with the 18 specified functionalities critical to NIH IRP support.
2. Demonstrated project, program and portfolio support experience within the past three years for a federal scientific mission, including direction and management of resources, quality assurance, timeline management, and administration of at least 100 Task Orders and associated subcontracts.

Offerors must provide client references to verify each criterion.
