NIAID High Containment Integrated Research Facility Fort Detrick, Frederick, MD (IRF-Frederick)

Background
The National Institute of Allergy and Infectious Diseases (NIAID) is seeking to obtain highly skilled scientific, operational, and programmatic support services for the Integrated Research Facility (IRF-Frederick) at Fort Detrick, Maryland. The goal of this contract is to manage, coordinate, and facilitate research involving emerging infectious diseases and biodefense pathogens as directed by the IRF-Frederick Scientific Steering Committee (SSC).

The incumbent contract was awarded to Laulima Government Solutions, LLC, effective from February 2020 through February 2027.

Work Details
The contractor shall provide day-to-day operations of the IRF-Frederick in three distinct categories:
1. Scientific Services: This includes a range of scientific, operational, and programmatic services necessary for achieving research objectives within a BSL-4 environment. Tasks involve evaluating therapeutics, vaccines, and diagnostics, as well as studying the natural history and pathogenesis of high consequence pathogens using advanced imaging modalities like CT, MRI, SPECT, and PET.

2. Animal Care & Technical Services: The contractor will ensure proper care and humane treatment of laboratory animals while providing technical skills required for scientific studies involving infectious agents.

3. Administrative Services: Administrative support will be provided to ensure effective operation of all facets of the IRF-Frederick function and appropriate supervision of contract personnel. The contractor must also organize critical functions to maintain operations during unforeseen personnel absences.

Period of Performance
The anticipated period of performance is one year with a base period from February 18, 2027, to February 17, 2028. There are options for six additional one-year extensions, potentially extending the total performance period to seven years.

Place of Performance
The contract will be performed at the Integrated Research Facility located at Fort Detrick in Frederick, Maryland.
