The Contractor shall provide 24-hour on-site Neonatology coverage. The Contractor provided 24-hour Neonatology coverage shall include No Less Than (1) Neonatologist and may include Neonatal Nurse Practitioners (NNP). The Contractor provided Neonatologist(s) (not NNP) shall provide no less than 48 hours a week of Primary support at the MTF, with up to 120 hours a week of back-up support if NNPs are used. The Contractor provided coverage shall consist of (1) provider on-site during a normal workday as identified on the contract, this is not in addition to the 48 hours of Neonatologist primary support. The Contractor shall provide on-call coverage and arrive at the MTF within (1) hour after initial contact. The contractor shall ensure coverage is continuous regardless of contracted employee vacation and sick leave. The contractor shall ensure adequate 24-hour on call Neonatology coverage not to exceed 3 patients. No incumbent. This is a new requirement for NH Guam.

Naval Hospital Guam urgently requires 24-hour coverage by Physician-Neonatologists, Neonatal Nurse Practitioners, or Pediatric Hospitalists. Please refer to the attached documents for more details.

Background
The Naval Hospital Guam is seeking to establish a contract for 24-hour on-site Neonatology coverage. This requirement aims to ensure continuous and adequate medical support for neonates at the facility, which is critical for the health and safety of infants requiring specialized care. The contract will involve providing qualified Neonatologists and may include Neonatal Nurse Practitioners (NNPs) to fulfill this urgent need.

Work Details
The contractor shall provide 24-hour on-site Neonatology coverage that includes:
- A minimum of one Neonatologist providing no less than 48 hours of primary support per week at the Medical Treatment Facility (MTF).
- Up to 120 hours per week of backup support if NNPs are utilized.
- On-site presence of one provider during normal workdays as specified in the contract, which counts towards the 48 hours of primary support.
- On-call coverage with a response time of one hour after initial contact.
- Continuous coverage regardless of employee vacation or sick leave, ensuring that no more than three patients are assigned to any single provider at a time.
- The contractor must demonstrate capability to recruit and retain qualified candidates, provide a letter of intent for each proposed candidate, and submit a schedule indicating availability.

Period of Performance
The base period of performance is from January 20, 2025, to January 19, 2026, with options for additional periods extending through January 2030.

Place of Performance
The services will be performed at the U.S. Naval Hospital located in Agana Heights, Guam.
