NGSR notice for consortium

Background
The Next Generation Survivor Radio (NGSR) program is planning to release a Request for Information (RFI) on the SOSSEC OT consortium, with funding allocated for FY23 and 24. The government is open to meeting with industry representatives for continued market research and demonstrations purposes related to this effort. This special notice is for all interested parties, and no response or acknowledgement is necessary.

Work Details
The Scope of Work (SOW) includes the following tasks:
LOE 1 – User Segment – Hand Held Radio (HHR),
LOE 2 – Over-the-Horizon (OTH) Segment,
LOE 3 – Ground Segment, Long-term, Near-term,
LOE 1 – Device Development & Acquisition Plan,
LOE 2 – BLOS Decision,
LOE 2/3 – FY23 Funding Received from Navy (~$8M),
LOE 2/3 – BLOS Contract Awarded (MUOS),
LOE 1 – Rapid Prototype with up to 3 vendors,
LOE 1 – HHR Contract Award final vendor,
LOE 1/2/3 – HHR/OTH Test/Cert, integration,
LOE 1 – HHR Fielding (~$126M (AF)), and Procurement funding required for Army and Navy. Additionally, there are specific dates mentioned for various activities such as POM COMACC Approval, FY23 Funding Received from Navy, BLOS Contract Awarded, RFP Development Release OTA, and RFI to inform industry/collect data.

Period of Performance
The period of performance spans from Apr 2023 to Jul 2025 for certain activities, while other activities have varying start and end dates ranging from Oct 2021 to May 2028.
