**THIS NOTICE IS SEEKING INFORMATION FOR MARKET RESEARCH PURPOSES ONLY**

The National Ground Intelligence Center's (NGIC) Foreign Materiel Operations Branch has a FY24 requirement for a heavy equipment cargo tractor with the ability to haul up 130,000 pounds of tanks, armored vehicles, or aircraft operations for their motorpool. They would also like a minimum of a 1 year warranty, with 2 different training sessions provided. The expected lead time for delivery is 11 months. Purchase Description with specifications and Statement of Work attached.

Background
The National Ground Intelligence Center's (NGIC) Foreign Materiel Operations Branch has a FY24 requirement for a heavy equipment cargo tractor with the ability to haul up 130,000 pounds of tanks, armored vehicles, or aircraft operations for their motorpool. The Foreign Materiel Operations Branch supports the NGIC through central processing of inventory, shipping, and storage of all foreign equipment. The varying nature of equipment that processes through the warehouse on Aberdeen Proving Ground creates a unique challenge when exploitation is completed.

Work Details
Currently, NGIC is utilizing an older Maz Heavy Equipment truck to move vehicles around the motor pool. The Maz is over 40 years old and has frequent maintenance issues. Due to the heavy nature of vehicles in the NGIC fleet, 130,000 lbs is the maximum weight for towing. The Cargo tractor may also be called upon to support airfield operations, supporting the download of heavy vehicles off US Air Force aircraft. The terrain within the NGIC compound varies from concrete paved floors to gravel storage sheds.

The Cargo tractor needs to be able to operate in all types of terrain, making 4WD a requirement.

Period of Performance
The total period of performance will be a base year with no option years. The estimated period of performance is 01AUG23 to 31JUL24.

Place of Performance
The work will all be conducted on site at the Foreign Materiel Operations Branch Warehouse, within building 4728, 6321 Rodman rd., Aberdeen Proving Ground, MD 21005.
