The National Ground Intelligence Center (NGIC) seeks information from qualified sources capable of satisfying the government's Electronic Warfare Integrated Reprogramming (EWIR) support requirements. The draft EWIR performance work statement (PWS) is provided. Please refer to the attached sources sought notice for detailed response requirements.

Background
The National Ground Intelligence Center (NGIC) is seeking information from qualified sources capable of satisfying the government’s Electronic Warfare Integrated Reprogramming (EWIR) support requirements. NGIC will sponsor Secure Internet Protocol Router Network (SIPRNET) connectivity to the contractor's facility and provide a minimum of eight individual work areas, eight computer workstations having Joint Worldwide Intelligence Communications System (JWICS) access, and one scanner-equipped computer workstation with SIPRNET access, and five ELINT analysis workstations for use by on-site contractor personnel. NGIC will also provide electronic access to appropriate intelligence community electronic data resources through on-site NSANET, JWICS, SIPRNET and unclassified internet workstations. The contractor shall be responsible for providing all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.

Work Details
The EWIR production task is comprised of ten subtasks that fall under four production process functional areas: data management, system assessment, signal characterization, and project management. The contractor shall possess a fully functional EWIR/JADE/SAVANT or equivalent installation that is operating on a SECRET-level platform and/or network at the contractor's facility. The contractor will be completely responsible for obtaining, maintaining, and administering the required software, hardware, licenses, training, credentials, and accreditation necessary to implement a fully self-contained EWIRDB production enterprise. The contractor can be tasked to provide a variety of ELINT database production services including CED, EIM, or EEM production services and/or to produce CED, EIM, or EEM records in support of EWIRDB production.

Period of Performance
The period of performance for each task order will specify the work to be accomplished under one or more of the EWIR production subtasks.
NGIC might order as few as three (3) to as many as thirty (30) parametric reviews per year.
NGIC might order as few as three (3) to as many as twenty (20) directed signals analysis items per year.
NGIC might order as few as three (3) to as many as thirty (30) ELINT database maintenance items per year.
