Description

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Goodrich NGD-9 compound. The compliant material is available solely from Goodrich Corporation, as the required material can only be purchased through Goodrich. The NAICS code is 325520 and the business size is 550 employees.

The proposed purchase order is being solicited on a sole-source basis to Goodrich Corporation. The proposed action is for NGD-9 compounds, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Goodrich Corporation is the only source of the required material, with no compatible material on the market. The NSWCCD intends to award a firm fixed-price purchase order to Goodrich Corporation using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00PM 09 December 2025. This notice of intent is NOT a request for competitive proposals. However, all responses received by 12:00PM on 12/09/2025 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Inquiries should be directed to both Michael Bonaiuto at michael.j.bonaiuto.civ@us.navy.mil.

Background
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Goodrich NGD-9 compound, which is available solely from Goodrich Corporation. The contract is being solicited on a sole-source basis due to the unique nature of the required material, which cannot be sourced from any other supplier as there are no compatible materials available on the market. Goodrich Corporation is recognized as the only source for this specific compound, which has been verified and utilized by the Navy vehicle community for years.

Work Details
The contract involves the purchase of liquid polymer consisting of 1,800 lbs (4 55-gallon drums) of NGD-9 A side and 882 lbs (2 55-gallon drums) of NGD-9 B side. This material will be used for sample fabrication at the Acoustic Research Detachment and Naval Underwater Warfare Center.

The estimated value of this procurement includes costs for the polymer material, DMA test fee, and heated freight truck delivery. The NGD-9 liquid polymer is a classified proprietary formulation owned by Goodrich/Collins Aerospace that provides acoustic modification and protection on Navy vehicle surfaces.

Place of Performance
The products will be delivered to locations associated with the Acoustic Research Detachment and Naval Underwater Warfare Center.
