Description

Background
The Department of the Air Force, specifically the Air Force Life Cycle Management Center (AFLCMC), Fighters & Advanced Aircraft Directorate, F-22 Division, Modernization Branch at Wright Patterson Air Force Base (WPAFB) is conducting market research to identify qualified firms capable of providing next-generation hydrogenated, dielectric cooling fluid.

The goal of this initiative is to gather information that will assist the U.S. Government in formulating its acquisition strategy for improved heat transfer capabilities in coolant fluids used in F-22 aircraft.

Work Details
The contract involves providing a synthetic, hydrocarbon base oil with suitable additives for a next-generation hydrogenated dielectric cooling fluid. The focus is on enhancing fluid properties that correlate with improved heat transfer capability. Specific tasks include:
- Providing information on previous experience with hydrogenated dielectric coolant fluids or additives.
- Detailing any testing performed on these fluids or additives.
- Describing non-proprietary properties such as low-temperature viscosity stability and high-temperature stability.
- Outlining previous applications of the coolant or additive and planned future applications.
- Indicating whether the coolant or additive contains recycled or environmentally preferable materials and if it has any toxic formulations.
- Providing rationale for the ability to improve current coolant properties.

Period of Performance
The RFI invites responses by 1700 (EST) on November 3, 2026, but does not specify a period of performance for any potential contract as this is not a formal solicitation.

Place of Performance
Wright Patterson AFB OH 45433 UNITED STATES

Bidder Requirements
Only United States companies will be considered for contract award. Respondents must demonstrate their ability to fulfill the requirements outlined in the RFI, including relevant experience and capabilities in hydrogenated dielectric coolant fluids. Small businesses are encouraged to respond to assist in determining industry capabilities and competition levels.

The Modernization Branch of the F-22 Division (AFLCMC/WAR) is exploring the market for qualified firms to provide next-generation hydrogenated, dielectric cooling fluid. The material shall consist of a synthetic, hydrocarbon base oil with suitable additives as needed. This Sources Sought/RFI is looking for information on improved heat transfer capability. While calculating exact forced convection heat transfer requires parameters outside of fluid properties (e.g. velocity, pipe diameter, etc.), the F-22 Division seeks to improve one or more fluid properties that correlate to improved heat transfer capability. Current coolant density, thermal conductivity, specific heat values, and coefficient of thermal expansion are listed within the attachment to this RFI.
