Background
The National Guard Bureau’s Operational Contracting Division Contracting Office (NGB-AQ-C) is conducting market research to identify interested parties capable of producing and delivering National Guard Bureau presentation seal plaques.

This Sources Sought Notice is for planning and informational purposes only, and it is not a solicitation for proposals. The Government may set aside this requirement for small businesses based on responses received.

Work Details
The contractor shall manufacture and deliver 541 National Guard Bureau presentation seal plaques for official presentation purposes. Each plaque must meet the following specifications:
1. **Quantity**: 541 each (total).
2. **Dimensions and Construction**:
- Circular shape, 14 inches in diameter, 3/4 inch thick.
- Constructed of wood or wood-based material suitable for a finished presentation plaque.
- Smooth, finished edges and surfaces free from defects.
- Recessed keyhole-style hanging slot on the reverse side.
3. **Design and Markings**:
- Reproduce the National Guard Bureau seal with specific wording and symbols as per provided artwork.
- No additional manufacturer logos or advertising on the visible face.
4. **Colors**: Must conform to provided Pantone references (Blue: Pantone 289 C, Gold/Yellow: Pantone 136 C, Orange/Brown: Pantone 718 C).
5. **Finish and Appearance**: Suitable for official presentation with a clean, professional look.
6. **First Article / Preproduction Sample**: One complete production-representative plaque must be submitted for Government review prior to full production.
7. **Packaging**: Each plaque must be individually wrapped to prevent damage during shipment.
8. **Delivery Schedule**:
- First Delivery: 200 plaques within 60 days after sample approval.
- Second Delivery: 200 additional plaques within 30 days after first delivery completion.
- Final Delivery: Remaining 141 plaques within 30 days after second delivery completion.

Delivery required in September/October 2026.

This Sources Sought is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP), Request for Quote (RFQ), Request for Bid (RFB), or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this Sources Sought Notice or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of a response to this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Sources Sought Notice. The Government is only seeking sources and information for market research to determine the availability of commercial capabilities. The availability of any formal solicitation will be announced separately. Submittals will not be returned. Respondents will not be notified of the results of the Government's review.

1.0 Introduction

The National Guard Bureau's Operational Contracting Division Contracting Office (NGB-AQ-C), 111 South George Mason Drive, Arlington, VA 22204, is issuing this Sources Sought Notice as market research to identify interested parties capable of producing and delivering National Guard Bureau presentation seal plaques.

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. Multiple awards may be made.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

2.0 Scope

The draft Purchase Description and artwork/specifications are included as attachments to this posting on SAM.gov.

The estimated period of performance is a single firm-fixed-price order with delivery required in September/October 2026.

3.0 Response Requirements

Contractors that possess the skills, resources, and capabilities necessary to manufacture and deliver the plaques are invited to submit an executive summary (maximum 10 pages, 8.5" 11", 12-point font). Responses must include:

  1. Company name and address (Corporate/Principal Office), and primary point of contact (name, telephone number, e-mail address).
  2. UEI and CAGE code.
  3. SBA small-business program status and entrance/exit dates (if applicable).
  4. Any relevant GWAC or GSA Schedule contract number (if applicable).
  5. Confirmation that NAICS 339999 (All Other Miscellaneous Manufacturing), size standard 500 employees, is appropriate, or recommendation of a more suitable NAICS code.
  6. If significant subcontracting or teaming is anticipated, describe the management structure.
  7. A brief statement of the company's ability to manufacture (or fully manage the manufacture of) the plaques described in the Purchase Description.
  8. Any comments or questions regarding the draft Purchase Description or artwork.

4.0 Response Deadline and Submission

Responses must be received by 12:00 p.m. Eastern Time on 21 September 2026.
