NGA Solicitation for Behavioral Support Science Services

Background
The National Geospatial-Intelligence Agency (NGA) is seeking non-personal services to support its Security and Installation Directorate’s Counter Insider Threat Office (SII) Behavioral Science Team (BST). The mission of NGA is to detect, deter, and mitigate threats to its personnel, technology, information, and systems by analyzing combined data sources to identify anomalous events posed by trusted insiders. This contract aims to facilitate a safe and secure work environment through the expert application of psychological science.

Work Details
The Contractor shall provide technical support services, personnel, and supervision for the following tasks:

1. Consultation - Integrate psychological principles into efforts to mitigate threats; provide case consultation for various stakeholders; conduct direct and indirect psychological assessments; offer organizational management consultation; and provide individual behavioral science consultation.

2. Training & Education - Educate stakeholders on behavioral science related to threat mitigation through training briefs and courses.

3. Research & Development - Innovate methods in counter insider threat psychology through policy reviews, survey research, white papers, validation studies, etc.

4. Liaison - Communicate findings and best practices across the DoD and IC communities; build relationships with national security psychologists.

5. Routine Administrative Functions - Perform administrative tasks necessary for mission success including documentation and program evaluation activities.

6. Maintain Licensure - Ensure all personnel maintain a current license to practice clinical psychology in the U.S.

Period of Performance
The contract period of performance is from September 30, 2026, to September 29, 2031.

Place of Performance
The primary place of performance is the National Geospatial-Intelligence Agency East Campus located in Springfield, Virginia, with potential work at other governmental agencies or offsite locations.

Bidder Requirements
Bidders must meet the following requirements:

- Small Business Set Aside - Total (SBA);
- possess a current Top Secret Personnel Security Clearance;
- be eligible for favorable NGA adjudication for SCI access;
- maintain a full license to practice clinical psychology in the U.S.;
- contractors may need access to Special Access Program (SAP) information;
- must comply with security requirements including potential polygraph examinations.
