Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation is Request for Quotation (RFQ) number HSFE20-16-Q-0019.

Provisions and clauses in effect through Federal Acquisition Circular 2005-88 effective May 16, 2016 are incorporated. It is the offeror's responsibility to be familiar with the applicable clauses and provisions.

This is a total Woman-Owned Small Business (WOSB) set-aside under NAICS Code 561990 - All Other Support Services, the size standard of which is no more than $11.0M in average annual receipts for three (3) preceding years.

Please reference Attachment 3 for a list of contract line item numbers and items, quantities and units of measure, including options.

This is a requirement for United States Fire Administration (USFA) / National Fire Academy (NFA) Program Support Services. Please reference Attachment 2 for a description of requirements for the items to be acquired.

The place of performance is the National Emergency Training Center (NETC), 16825 S. Seton Avenue, Emmitsburg, MD 21727. The period of performance is a one-year base period and four (4) one-year option periods starting October 1, 2016. Therefore, the total potential period of performance of this service requirement is five (5) years from October 1, 2016 - September 30, 2021.

The provision at 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition, and addenda to the provision are included within this combined synopsis/solicitation.

As permitted by FAR 12.602(a), evaluation procedures in accordance with FAR 13.106-2 in lieu of the provision of 52.212-2 shall be utilized and are described in Attachment 1.

Reference addenda to 52.212-1, specifically 52.212-1(b)(8), concerning the inclusion of a completed copy of the provision at 52.212-3, Offerors Representations and Certifications-Commercial Items, with the offer.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, and there is no addenda to the clause.

The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The additional FAR clauses cited in this clause and applicable to this acquisition are indicated within this combined synopsis/solicitation.

Additional contract requirement(s) or terms and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices are as follows:
This is a commercial item (services) requirement that is subject to the Service Contract Act of 1965, and the most recent and applicable Wage Determination No. 2015-2104 Revision No.2 dated 12/29/15 is included as Attachment 5 incorporated into this combined synopsis/solicitation.
All FAR provisions and clauses and Homeland Security Acquisition Regulation (HSAR) provisions and clauses applicable to this combined synopsis/solicitation are included within this combined synopsis/solicitation. The full text of the FAR and HSAR provisions and clauses can be found either at: http://farsite.hill.af.mil or www.acquisition.gov.

There is no applicable Defense Priorities and Allocations System (DPAS) and assigned rating associated with this requirement.

Questions shall be submitted via email by 10:00 AM EST Thursday 06/30/16 and must be submitted using Attachment 6 - Questions Template. Responses to the RFQ are due via a single email submission to Gregory.Keller@fema.dhs.gov by the Response Date and Time stated within this combined synopsis/solicitation. The subject line of these email submissions, as applicable, shall be "Questions for RFQ HSFE20-16-Q-0019 - [Insert Vendor Name]" and "Response to RFQ HSFE20-16-Q-0019 - [Insert Vendor Name]".
