This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation is Request for Proposal (RFP) number 70FA2021Q00000015.

Provisions and clauses in effect through Federal Acquisition Circular 2021-05 effective March 10, 2021 are incorporated. It is the offeror's responsibility to be familiar with the applicable clauses and provisions.

This is a total Woman-Owned Small Business (WOSB) Federal Contracting Program (FCP) set-aside under NAICS Code 561990 All Other Support Services, the size standard of which is no more than $12M in average annual receipts for three (3) preceding years.

A list of line item numbers and items, quantities, and units of measure (including options) are listed on the Summary tab of Attachment 4 RFQ Response Pricing Templates.

The United States Fire Administration (USFA) / National Fire Academy (NFA) requires Contractor support services in the areas of logistical, word processing, editorial, and conferences/meetings to support the on-going preparation and delivery of its training materials and other programs within the USFA in support of the USFA's four major programmatic areas: 1) Training; 2) Technology; 3) Data Collection, and, 4) Public Education and Awareness.

The place of performance is the National Emergency Training Center (NETC) located at 16825 S. Seton Avenue, Emmitsburg, MD 21727. The period of performance is a one-year base period and four (4) one-year option periods starting October 1, 2021. Therefore, the total potential period of performance of this requirement is five (5) years from October 1, 2021 September 30, 2026.

The provision at 52.212-1, Instruction to Offerors Commercial, applies to this acquisition, and an addendum to the provision is within Section E.2 of the Clauses-Provisions-Addenda attachment.

The provision at 52.212-2, Evaluation Commercial Items, does not apply to this acquisition. Reference the Addendum for Description of Evaluation Factors and Procedures within Section E.3 of the Clauses-Provisions-Addenda attachment.

Concerning the inclusion of a completed copy of the provision at 52.212-3, Offerors Representations and Certifications Commercial Items, with the offer, Offerors shall reference the instructions within Section E.2.5 of the Clauses-Provisions-Addenda attachment.

The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and addenda to the clause is included within Section C.2 of the Clauses-Provisions-Addenda attachment.

The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The additional FAR clauses cited in this clause applicable to this acquisition are indicated within Section C.3 of the Clauses-Provisions-Addenda attachment.

Any additional contract requirement(s) or terms and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices are included within Section C.2 of the Clauses-Provisions-Addenda attachment.

There is no applicable Defense Priorities and Allocations System (DPAS) assigned rating associated with this requirement.

Any questions must be submitted using Attachment 5 QandA no later than 10:00AM Thursday 05/27/2021. Reference Section E.2.5 of the Clauses-Provisions-Addenda attachment for additional information.
