Technical Objectives & System Characteristics
PMS390 seeks innovative solutions to replace the current submarine rescue capability within five (5) years of a design development contract award.
Key Capabilities Required:
- Materiel Solution: Multiple, commercially classified, small, and highly transportable rescue vehicles.
- Decompression Capabilities: Built directly into the design of the rescue vehicles, alongside executing Disabled Submarine (DISSUB) survivor rescues.
- Performance Goals: High operational availability, rapid transportability, highly sustainable configuration, fast "time to first rescue," and reduced overall life-cycle Program costs.
- Certification: Final solution must be commercially certified by an International Association of Classification Societies (IACS) member.
- Flexibility: PMS390 is open to all contracting, ownership, operation, maintenance, and supportability strategies.

Work Details
PMS390 seeks innovative solutions to replace the current submarine rescue capability within five years of a design development contract award. Key capabilities required include:
- Materiel Solution: Multiple, commercially classified, small, and highly transportable rescue vehicles.
- Decompression Capabilities: Built directly into the design of the rescue vehicles for executing Disabled Submarine (DISSUB) survivor rescues.
- Performance Goals: High operational availability, rapid transportability, highly sustainable configuration, fast 'time to first rescue,' and reduced overall life-cycle program costs.
- Certification: Final solution must be commercially certified by an International Association of Classification Societies (IACS) member.
- Flexibility: PMS390 is open to all contracting, ownership, operation, maintenance, and supportability strategies. Additional desired system characteristics include a small, modular design that achieves a global Time to First Rescue of 72 hours using modern technologies for submersible systems. The design should maximize existing commercially available products to reduce costs and support rapid air transportability. The system must be capable of rescuing personnel from elevated DISSUB internal atmospheric conditions up to 5 Atmospheres Absolute (ata) and perform decompression with air or regulated oxygen onboard or pier side. It should also include emergency portable hyperbaric chambers for critical medical cases.
