Next Generation Surface Search Radar

Responses will assist the Government in determining the availability of potential solutions. At this time, no solicitation exists; therefore, please do not request a copy of a Solicitation. The information and requirements in this RFI, and any attachments, is subject to change at the sole discretion of the Government.

Requirement: The U.S. Coast Guard uses surface search radars to provide operators with an advanced navigational and surveillance system that enhances situational awareness of the maritime environment in costal and naval environments. There are currently 5 separate surveillance Radars in use on multiple ashore and afloat platforms. The current surface search radars, which includes the AN/SPS-50, AN/SPS-78, AN/SPS-79, AN/SPS-73, and Terma Scanter 2001 Radars, are currently installed across 14 cutter platforms and 113 Vessel Traffic Service (VTS) surveillance sites. The replacement of these specified radar systems is critical to modernizing the Coast Guard's capabilities and ensuring readiness to address emerging threats and challenges in the maritime domain. The anticipated NAICS Code for this requirement is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

The anticipated Product Service Code (PSC) is 5840 Radar Equipment, Except Airborne.

Submission of Information: Interested parties are encouraged to submit an RFI response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to satisfy the requirements.

Specifically, interested parties are requested to provide the following information in an RFI response:

Response to all questions in Attachment 1 Questionnaire .

A DRAFT Specification (Attachment 2) is attached to allow prospective offerors the opportunity to review and provide comments/questions regarding the specification and its feasibility. A commented version of the Draft Specification should be submitted as part of your RFI response, if applicable. If there are areas in the Draft Specification that your company cannot meet, provide comments within the Draft Specification with the details of why it does not meet the requirements and provide comments with what capabilities are available. (Click the Review tab within the Word.doc. Then click or highlight the area of concern in the document and click New Comment to write your comment.)

Pay close attention to threshold requirements. Threshold requirements may be treated as go/no-go or pass/fail evaluation factors in the future solicitation.

Please identify all concerns with the draft specification.

Upon receiving RFI responses, the Coast Guard will assess all feedback and its impact on the development of the final specifications and acquisition strategy to meet the Government's requirements.
